Dear Michael:
 
Keep America Beautiful is pleased to invite your organization to partner with us on developing and implementing recycling projects and programs across the nation and in your states.  
 
We at Keep America Beautiful have committed our organization to assisting our nation’s communities and citizens in their recycling efforts.   We will strive to increase access to effective recycling programs and to help inform and motivate citizens to participate in recycling.  We firmly believe that the best approach for developing and delivering recycling programs of high value to communities and individuals is through collaboration with organizations whose commitment, expertise, and local knowledge can help ensure the success of our joint efforts.    
 
In particular, the benefits to your organization in partnering with KAB are:
 

Participate in enhancing and implementing a more ambitious agenda for America Recycles Day
Build the SRO/RRO role in school recycling competitions and other school-based programs to engage a new generation of Americans in the recycling community
Collaborate with KAB to design and implement new and more effective programs for enhancing recycling in public spaces and rural areas
Assist KAB in enhancing the recycling component of our signature Great American Cleanup program
Utilize KAB grants for participation in our partnership programs
Receive communications and outreach support from KAB for your conferences and other events
Collaborate and network with other KAB partners for identifying and addressing issues and policies of common importance to the recycling community
 
The administrative arrangement we are offering is the formation of a KAB Recycling Partnership that will provide regular opportunities for communication and action.  The Partnership will be made up of all interested State Recycling Organizations (SROs) and KAB State affiliates with recycling interests.  We are asking each SRO/RRO to enter into a simple partnership agreement (attached) with KAB that identifies the administrative principles under which we will operate.  KAB State affiliates will continue to be guided by the existing KAB affiliate agreements. As indicated in the agreement, KAB commits to providing administrative infrastructure to the group of Partners when convening for purposes of program collaboration.  KAB anticipates that it will engage the Recycling Partners in many group communications events, such as conference calls and meetings.
 
In those states where both an SRO and KAB State Affiliate are Recycling Partners, we expect communication and collaboration on any KAB program activities within that State.  Many of you already have collaborative arrangements with KAB State and local affiliates, which serve as a model for all  states to develop effective working relationships. If needed, KAB is ready to provide its assistance to ensure that collaboration.
 
I want to emphasize that the administrative framework is intended only to facilitate the important work of developing and delivering programs of benefit to the recycling community.  No Partner is being asked to relinquish any independence of policy or action as a consequence of partnering with KAB on recycling programs. Indeed, KAB encourages SROs/RROs to join other recycling organizations for the benefit of their members and other stakeholders, and for its part KAB will continue to collaborate with other national recycling organizations where mutually beneficial.  
 
We have considered and discussed with many of you the issue of annual dues to help offset KAB’s costs for hosting the Partnership. KAB does not consider the development of the Recycling Partnership as a revenue-raising stream, but we understand from our discussions with you that dues represent a commitment on your part to make the best use of the relationship with KAB.  However, we do not want any temporary financial difficulties of an SRO to be an impediment to participating with KAB on programs that may aid their states.  To that end, our offer includes the establishment of a modest dues structure, with a waiver of dues for CY 2010, and then implementation for 2011, not to exceed $1,000/yr.  
 
Within the next few weeks, you will be invited to a national conference call in order to give you all an opportunity to ask questions and seek clarification of any and all aspects of the partnership and the Partnership Agreement.  We will attempt to respond to all of your questions and concerns during the call.  For any unresolved issues, KAB would look to those who partner with us to cooperatively address all of those concerns over time to ensure that the Partnership continues to offer ongoing value to the broadest possible spectrum of the recycling community.
