w:st="on">Norman</st1:City></st1:place>. <st1:City w:st="on">Norman</st1:City>
is the only city in <st1:place w:st="on"><st1:State w:st="on">Oklahoma</st1:State></st1:place>
where voters must approve any hike in utility rates and this proposal will
require a cost of $3.00 a month. The approximately two hundred C.O.R.E.
volunteers worked hard on their campaigning for several months prior to the
election, leafleting their neighborhoods, putting up yard signs, calling
