Pallavi Madakasira, Managing Consultant at Eunomia in New York, has over 21
years of experience in clean energy, materials innovation, and investment
strategy. Her work spans circular economy policy, end-of-life materials,
and clean energy infrastructure. She previously led clean energy efforts at
NJEDA and has a background in solar PV engineering and clean tech equity
analysis.

*Robin Ingenthron*

*CEO, *Good Point Recycling

Robin Ingenthron is CEO of Good Point Recycling, with locations in VT and
MA. A former MA DEP Recycling Director and Peace Corps volunteer, he holds
degrees from Carleton College and Boston University. He founded Fair Trade
Recycling (WR3A.org) and has been named a Top 100 Recycler by *Recycling
International* (2021–2023). Good Point Recycling, a division of American
Retroworks Inc., manages electronics recycling under statewide contracts in
VT and MA.

*John Carhart*

*Senior Consultant, Eunomia Research & Consulting*

John Carhart led the quantitative analysis for Minnesota’s solar PV reuse
and recycling needs assessment. He specializes in modeling EPR programs and
deposit return systems across North America and Europe, with recent work in
Colorado, Washington, California, and Quebec. John combines data-driven
modeling with stakeholder input to inform effective policy and holds a B.A.
in Economics and Environmental Policy from Colby College.

*Glenn Laga*

*President and Co-Founder, Commercial Solar Panel Recycling *

Glenn Laga, President and Co-Founder of Commercial Solar Panel Recycling
(CSPR), leads efforts to address solar panel waste through nationwide
reuse, repurposing, and recycling. Based in New Jersey, he previously
founded Guardian Data Destruction, growing it into the largest U.S. onsite
data destruction firm. At CSPR, he focuses on building partnerships and
advancing cost-effective, circular solutions for end-of-life solar panels.
