*About the presenter*



Lisa A. Skumatz, Ph.D.

*Dr. Skumatz* is an economist and Principal of Skumatz Economic Research
Associates (SERA). She has a nationwide reputation in integrated planning,
program evaluation, rates and revenue options, economic and policy
analysis, outreach/engagement, and scenario analysis/forecasting work
conducted for solid waste clients at the local, county, state, and national
level.



Dr. Skumatz conducted early work in commercial programs and food waste
strategies. Her interests include both quantitative and policy issues and
focuses on how facilities and programs work in the real world.



To keep this real-world focus, Dr. Skumatz maintains SERA's comprehensive
in-house database of programs, policies, costs, performance, and other data
from more than 1,300 communities across the US; data on all US PAYT
communities; a library of benchmarking case studies; inventories of solid
waste initiatives and programs in all 50 states and internationally, and
detailed spreadsheet models for residential / commercial collection, MRFs,
and compost sites; PAYT; waste comps; and ISWMP models. She has conducted
work across the US and internationally and has the unique distinction of
winning National Lifetime Achievement awards from both SWANA and the NRC.



Dr. Skumatz has taught solid waste integrated planning and evaluation
workshops in California, Washington, Oregon, Colorado, the UK and
elsewhere. She has published more than 150 articles in solid waste.  She is
currently Chairs the National Recycling Coalition's Board of Directors and
is a member of numerous national, state and local civic, environmental,
professional economic, and waste management and recycling organizations,
having served on many of their Boards of Directors. She worked for a city
solid waste utility, and has also served as an elected official in Colorado.
