This article explains why it is preferred to recycle plastic bag items at the retail store bins and not in the curbside recycling.

Regarding what recyclable plastic film is: Pure polyethylene is what is accepted. If it tears, it's not polyethylene. Polyethylene "stretches". A good resource is http://www.plasticfilmrecycling.org/

Recycled plastic film items get made into benches, decking, new plastic bags, etc.
